Current prices – the prices of goods and services in the reference
period.
Financial leasing – a lease contract by which risks and rewards of
ownership are transferred from lessor to lessee. In case of financial lease the
total value of the contract object is to be shown by the lessee without
interest.
Investments in tangible fixed assets and investment
property – all expenditures on fixed assets, which prolong the service life or increase the productive
capacity of capital goods, improve the quality of production or reduce
production expenses. Fixed assets refer to assets, which are used in business
over a longer period of time, usually for more than a year. Enterprise itself
fixes the lower limits of the service life and monetary value of the object of
fixed assets and makes the respective entry in the bookkeeping records.
Investment property is land and /or buildings held to earn rentals or for
capital appreciation or both.
Net sales – income
from sale of all products, goods and services received or to be received, which
does not include VAT and excises. Net sales is equal with the pay received or
to be received and is calculated on a accrual basis accounting. Net sales
excludes subsidies.
Number of employed persons – the total number of persons who work in the
enterprise, irrespective of the length of their working week. Employed persons
include:
- working proprietors and unpaid family members;
- full- and part-time employees who are on the pay-roll;
- persons who work outside the unit (sales representatives,
delivery personnel, repair and maintenance teams, etc.) but who are in the
staff list and on the pay-roll of the enterprise;
- persons temporarily absent from work (persons on sick
leave, paid leave, study leave, on strike, etc.)
- seasonal workers, trainees (apprentices) and homeworkers
who are on the pay-roll;
- persons employed under contract for services.
Unpaid family workers refer to persons who live with the
proprietor of the enterprise and work regularly for the enterprise, but who do
not have an employment contract and who do not receive remuneration for the
work they perform. This group includes only those persons who are not on the
payroll of another enterprise as full-time employees.
The number of employed persons excludes the staff of other
enterprises who carry out ordered work, and also persons who are absent from
work for a long time (persons on child care leave, conscripts, etc.).
The number of employed persons is calculated as the
average of a quarter.
Number of enterprises – enterprises, which were economically active in the
reference period (had sales, expenditure, etc.).
Number of hours worked – hours actually worked during normal working hours
(of full- and part-time employees) and also overtime. If the exact number of
hours actually worked is not known, it may be estimated on the basis of the
theoretical number of working hours.
Personnel expenses – wages and salaries and social taxes.
Social taxes – paid by employer according to the valid
legislation.
Stocks – raw materials and materials; work-in-progress;
finished goods; merchandise purchased for resale and prepayments to suppliers.
Inventories are recorded at purchaser’s prices or at production cost.
Wages and salaries – the total remuneration payable to all persons counted
on the payroll (including homeworkers), in return for work done during the
reference period.

Statistical unit
Statistical unit is the enterprise (excluding
enterprises of financial intermediation).
Population and sampling frame
The population comprises enterprises, which have been
entered into the statistical profile created on the basis of the database of
the Commercial Register. The statistical profile includes
only economically active enterprises.
Table 1 presents the number of enterprises in the
population, sample and response group by kind of activity. The group of
respondents includes enterprises, which had completed the questionnaire, as
well as enterprises, which had no economic activity in the reference period.
Sample
The financial data are collected by sample survey,
using stratified simple random sampling. The sample was stratified by economic
activity and by number of persons employed.
Enterprises have been divided into groups by economic
activity according to the Estonian Classification of Economic Activities
(EMTAK), which is based on the NACE (Statistical Classification of Economic
Activities in the European Community) Rev. 2.
By number of employed persons, the survey included all
enterprises with 20 and more employed persons. Stratified simple random sampling
was used for small enterprises (with 1–19 employed persons). The stratification was
made by economic activity and by employment size classes.

The group of respondents includes enterprises, which
had completed the questionnaire, as well as enterprises, which had no economic
activity in the reference period.
Confidentiality
The dissemination of data collected for the purpose of producing
official statistics is guided by the requirements provided for in § 34 and § 35 of the
Official Statistics Act.

The data of short-term financial statistics of
enterprises have been collected by quarterly statistical questionnaires and the
data include only non-financial enterprises. The data do not include
information about budgetary institutions and organisations, non-profit
institutions and sole proprietors. There are also no data about enterprises of
financial intermediation, as their structure of balance and profit statement differs
from that of other enterprises.
